Fluency doesn’t just denote speaking faster:

Fluency in language has no connection with the speed. If someone is able to speak in English faster then it doesn’t mean that that person is good at English. No, here, speaking faster doesn’t imply fluency. If you are able to speak slowly and distinctly then it is really enough. Talk slowly and do not talk faster. Talk carefully and much more clearly. Never ever rush through your words or your sentences.   

Sentence construction:

As a beginner, you need to focus more on making smaller but meaningful sentences. Always try to focus more on making use of the simple sentences. Do not make use of the complex phrases or the sentences. If you try to make complex sentences without knowing such about the rules of the construction of such sentences or pertaining to grammar then definitely you will become a figure of fun for others.
